The Community abolished the police a century ago, and in its place, built a homeowner's association. Kaia Bruzas is Director of Human Resources for The Board. Thirty-six years old, responsible for four hundred Board personnel and her husband and son at home. She wants one thing, and it is four doors down the hallway. Human Resources handles personnel, Investigations handles residents. The only difference between the two departments is her personnel can quit, residents cannot. It's the difference that has kept the President of The Board walking past her open door for eleven years. So Kaia goes to the President and asks for a live resident case, as a trial. Adeline Wemple hands her exactly what she asked for. Her name is Melanie Warden, and Kaia builds an airtight case around her. It is the finest work of her life. In the middle of the files, Kaia realizes what she is working with: a woman who has carried a photograph of Kaia's mother for twenty-five years, waiting for the day she would meet Kaia face to face. Kaia's mother has been dead since she was eleven. Everything The Board did to Kaia's family is a matter of public record. It is available in the lobby with two day's notice.
